JOY AS PARENTS WIN FIGHT FOR CCTV CAMERAS

Parents of children whose graves were vandalised in Torquay cemetery have won their fight to have a CCTV network installed to prevent further outrages.

Members of the Rebecca Smale Foundation, set up in the wake of criminal damage to 20 baby and child graves three months ago, are 'ecstatic' after hearing they have secured the go-ahead for the 14,000 project involving 12 cameras on the Barton and Hele Road sites.Chairman Emma Leszman said: "We are thrilled with the news. We were in for a long haul, but all of a sudden the council hassaid it can go ahead after all."

She revealed work on the project, which would involve using two camera control centres on the split site, could start immediately with the funds and paperwork already in place.

The foundation had already raised 5,000 from fundraising activities to finance the package. Now Torbay Council, after initial reluctance, has said it will match the amount with active involvement from police.

A further 6,000 has since been made available through a Safety Community loan secured by the local authority.

Emma said: "I don't know what buttons we pressed in our campaign to get these cameras, but we obviously hit the right ones.

"To say we are delighted is not a big enough word to describe how we all feel. We are truly ecstatic."

She felt the council should have acted sooner to address the concerns of parents after the October vandalism, which was the worst in a series of distressing attacks on graves at the sites.

"My phone has not stopped ringing since the all-clear was confirmed. This will give huge peace of mind to the mums and dads who have been upset by what has happened previously," said Emma.

She said a derelict lodge would be the nerve centre for six hi-tech digital cameras covering the Barton Road site while the cemetery office off Hele Road would serve the same function at the crematorium side.

Maintenance would be controlled by the council.

Emma added the foundation hoped to increase the public awareness of juveniles about caring for such sacred and sensitive sites.

"We would like children to know these are places for peace and contemplation, and not for playing in and destroying things," she said, adding: "Our campaign continues."

The foundation was helped by the Jake and Jayden Fund run by mum Katy Colangelo, who with partner Daniel Elbuka raised more than 1,500 towards the cameras.

The couple's newly-born twins Jake and Jayden, died last year.

Both the tiny graves were vandalised within three months of them being laid to rest.

Katy and Emma were anxious to thank all those who supported them in their fundraising activities.

Torbay Council's assistant director of Environmental Health and Consumer Protection, Frances Hughes, said: "We have worked very closely with representatives from the Rebecca Smale Foundation to identify ways of increasing security at Torquay Cemetery.

"We fully understand the concerns about cemetery vandalism, which is totally unacceptable, and we have worked hard to find the best way forward.

"I am pleased that we have been able to help ensure that CCTV cameras can be provided, and we are extremely grateful to the foundation for their fund-raising efforts. The cameras are being funded mainly by a grant from Safer Communities Torbay and the remainder is being met in equal share by the Rebecca Smale foundation and Torbay Council.

"The CCTV cameras will increase security and deter vandalism, and will also hopefully help provide peace of mind to families who have loved ones buried in the cemetery.

"The CCTV cameras are the last in a series of measures designed to deter anti-social behaviour at the cemetery. These have included increased security patrols, targeted grounds maintained, and locking some of the cemetery gates."
